The Lancaster sanitary landfill was constructed in an abandon limestone quarry located in Clarence, New York adjacent to the NYS Thruway. This unlined landfill was permitted by NYSDEC prior to the development of prescriptive landfill design regulations, and accepted municipal solid waste from the City of Buffalo and surrounding communities into the late 1970’s. Subsequent to revisions to the governing Part 360 regulations, the NYSDEC determined the landfill should be closed, and subject to continued environmental monitoring requirements.
The soil only final cover design incorporating a landfill gas collection system was prepared to take advantage of readily available soil resources, and intended to meet the requirements of the regulations in effect at the time the facility was permitted by the NYSDEC. A filling plan and schedule was negotiated with the NYSDEC to allow continued acceptance of solid waste as required to achieve final grades suitable for the closure of the site.
A groundwater monitoring program and Construction Quality Control and Construction Quality Assurance Plan were prepared and submitted to the NYSDEC for approval. Full time construction monitoring, and a soil sampling/testing program was completed to certify the closure activities.
A final engineering certification report, incorporating all the pertinent field and laboratory data was prepared and submitted to NYSDEC for approval.
