Genesee Sand & Gravel, LLC (GS&G) retained DE in 2003 to prepare mining, land reclamation and stormwater permit applications, assist in site planning and engineering, and provide technical oversight of SPDES permit required monitoring and reporting activities for their mine in Victor, New York.  In 2013 a portion of the GS&G mine had been reclaimed with the Pinnacle Athletic Campus (PAC), a 135,000 square foot state-of-the-art athletic facility for indoor sporting events and tournaments. 

Surface runoff from the mine is permitted under a Multi Sector General Permit (MSGP) and stormwater pollution prevention plan (SWPPP), while the PAC is covered under an MS4 SPDES General Stormwater Permit for Construction Activities and a separate SWPPP. 

Site reconnaissance and mapping in the mine revealed a perennially wet closed depression, with the water surface representing the static groundwater elevation.  DE demonstrated that the volume of runoff from the 100-year, 24-hour storm event was less than the volume retained in the depression (Zero Discharge), exempting most of the site from the MSGP requirements and shortening the time required for submission of the Notice of Termination (NOT). 

DE trained the GS&G and PAC site managers in the performance of benchmark sampling, routine visual inspections, site compliance inspections, quarterly visual monitoring, and annual dry weather flow monitoring. 

 

DE reviews annual site compliance inspections and the Annual Certification Report, as well as the informal revisions to the SWPPP made by site operators.  DE formally updates the SWPPP on a periodic basis.
